The article has led to a discussion as to whether the system already exists and what its potential dangers might be.
– The SCMP piece updates the story on the Chinese government’s plan to implement a national system that could use surveillance cameras to identify any one of China’s 1.3 billion people, within 3 seconds, and with at least 88% accuracy. The project has been underway since 2015, and various technology companies have been involved. It is, although, facing some technical difficulties.
– Commercial entities are already verifying facial recognition transactions through the photos on users’ ID cards that are part of the existing national identity database. For example, Alipay’s KFC facial recognition pilot system is already equipped to an extent that it does not require any sort of registration at the terminal, and can be used by any Alipay user who has activated the function in the Alipay app.
– The camera in the Hangzhou branch of KFC checks customers’ faces against the ID card photos linked to their Alipay accounts, sources at Ant Financial told TechNode. This is also why foreigners cannot use the system. The source claimed that KFC does not keep any of the data and that third parties cannot intercept it.
– The Chinese government is making efforts to enhance their video surveillance capabilities. China is looking to predict and prevent crime with the help of AI technology, according to a Financial Times report. Facial recognition company, Cloud Walk, is helping police develop a system that tracks an individual’s movements and behavior to assess his/her chances of committing a crime.
– By 2018, the Chinese government had installed close to 200 million surveillance cameras across the country, which amounts to approximately one camera per seven citizens . The startups manufacturing the surveillance products are gaining positive attention through large investments from various investors .
– In May 2018 , the upstart A .I. company, SenseTime, raised USD 620 million, giving it a valuation of about USD 4 . 5 billion . Yitu raised USD 200 million in July. Another rival, Megvii, raised USD 460 million from investors that included a state -backed fund created by China’s top leadership . In May 2019 , Chinese AI start -up, Megvii, raised USD 750 million ahead of planned HK IPO .
– Guangdong plans to spend more than CNY 12 billion (HKD 14 . 7 billion) to almost double the number of digital surveillance cameras to 2 million, in an effort to curb crime and better manage the migrant population . Officials also claimed that 100 ,000 criminal cases had been solved in that time, with the help of 1 . 1 million surveillance cameras.
