The Philippine freight & logistics market is expected to reach a market value of USD 60.22 billion by 2023. The Philippines predominantly relies on waterways for transportation of cargo freight. However, the improvement of road transport infrastructure is critical for strengthening the logistics service sector of the country. The country has seen modest improvement in the overall freight transport service, but a large part of the road network remains in poor condition and intermodal integration is low. The main cities consist of fairly good network of roads and railways, but the small roads and huge population have led to high traffic congestion. As a result, the movement of people, goods, and services is becoming increasingly difficult in few cities. The major cause of the overall low quality of the road network, is poor and inadequate maintenance, which is a result of insufficient financial resources being made available for maintenance, and inadequate institutional capacity of agencies responsible for road maintenance. The Philippine freight forwarding industry is highly fragmented. Despite players being classified under one Pre-Shipment Inspection Certificate (PSIC), overseeing agencies for different activities of the industry are varied. For instance, sea freight forwarders are under the jurisdiction of the Department of Trade and Industry Philippines (DTI), while airfreight forwarders are under the Department of Transportation and Communications (DOTC). Global players dominate the Philippine air freight forwarding market. Moreover, the domestic inter-island freight movement is quite low. However, in the ocean freight market, some of the Philippines-based companies became even successful to mark their significance in the global market. The lack of technology and innovation processes in domestic firms is the key reason behind the dominance and growth of the global players. The opportunity for establishing domestic economic zones is currently underutilized. Such zones are important to integrate the existing economic and Freeport zone activities within the domestic economy. Most firms remain vulnerable to natural hazards and are unable to proactively manage the adverse effects.

Insights on Warehousing

Growing demand for e-commerce and increased household spending is expected to boost the demand for warehouses in the country. Several industrial parks in Southern and Northern Luzon manufacture light items, such as food and beverages, clothes, and packaging materials, and these require storage facilities. More standard factory buildings are also required to support the growth of the country’s export and import. The recent warehouse acquisition of SBS Philippines, S&R Membership Shopping, D&L, as well as the expansion of Lazada’s existing Laguna warehouse is indicative of the surging demand for this industrial segment.

The Philippine Coastal Storage and Pipeline Corporation (PCSPC) has added an extra 540,000 barrel of storage at its facility in the Subic Bay Freeport Zone. Three new 180,000 barrel fuel storage tanks and two tank truck loading racks were added to the company’s facility. The additional storage is likely to increase the capacity to 5.2 million barrel for various fuel products, such as diesel, petrol, jet, and fuel oil. This forms part of its commitment to the Subic Bay Metropolitan Authority (SBMA) to invest and build about 1.8 million barrel of fuel tank storage in the Maritan tank facility. The capacity at the facility has been doubled over the past six years.

• UPS has planned to expand its presence into 1,600 postal codes across seven significant areas in the Philippines. These areas include, Caloocan, Malabon, Navotas, and Valenzuela (CAMANAVA), Angeles, Cavite, North Luzon, South Luzon, Visayas, and Mindanao – through a partnership with the local express, freight, and cargo forwarding company, Airfreight 2100, Inc. This collaboration combines the strengths of UPS’s global reach with AIR21’s domestic network, to provide quality service that supports local business growth needs. The company aims to make trade simpler by expanding access to UPS’s technology-powered portfolio of transportation, contract logistics, and trade management services.
